The Programme de Prestation de Services d’Assainissement (PPSA) serves as a reference document within the programmatic framework for interventions related to the national hygiene and sanitation policy. It aligns primarily with the orientations defined by the Stratégie Opérationnelle de Promotion à l’Hygiène et à l’Assainissement de Base (SOPHAB) and the objectives of the Programme Sectoriel Eau, Hygiène et Assainissement (PROSEHA). The strategic focus of the program revolves around “Promoting sanitation marketing through strengthening the capacities of private operators.” The PPSA is built upon the principle of universal access to sanitation, achieved through the utilization and provision of more sustainable basic sanitation products, with active involvement from the local private sector. The program aims to develop and test scalable sanitation facility models using a market-based approach. Ultimately, it seeks to drive structural change in the sanitation sub-sector by increasing service availability for quality sanitation products accessible to households in the pilot regions of Maradi, Tahoua, and Zinder in Niger. Under the leadership of the Ministry of Hydraulics and Sanitation, the PPSA will be implemented through projects managed by non-institutional actors in collaboration with existing structures at both central and decentralized levels. The overarching goal of the PPSA is to ensure sustainable hygiene and sanitation for all, emphasizing quality products that are within reach of disadvantaged and low-income households.
