Communal Approach for the Development and Management of WASH Services in NIGER
The Niger Economic and Social Development Plan (PDES) 2017-2021, titled “A Reborn Niger for a Prosperous People,” reaffirms the country’s commitment to making the improvement of access to drinking water, hygiene, and sanitation a priority development area as outlined in its Sectoral Program Water, Hygiene and Sanitation (PROSEHA 2016-2030) adopted in 2017. Achieving these ambitious goals requires the Government to make real strategic reorientations, among which is the effectiveness of decentralization. To this end, the Government has developed a four-year transfer plan (2018-2021) and has committed to effectively transferring competencies and resources from the State to the municipalities and regions in the fields of education, health, hydraulics, and the environment.
